Messaging teams are finally working on MTOM/XOP!

WSA attachment epic
is finally drawing to a close. MTOM/XOP have moved to proposed recommendation status. Bonus is that Microsoft is already working on the implementations (presumably in
WSE3
and Indigo). It can't come soon enough.
